LCMP Implementation Steps

Design Boundaries
Certain criteria need to be established by participating companies in order to accurately assess progress.
Organisational boundary
In order to set up a proper greenhouse gas inventory database structure for your carbon accounting system, participants are required to specify how many factories will be participating in the scheme.
Operational boundary
Companies will need to ascertain the scope of activities to be included in the calculation, based on different emissions sources following Greenhouse Gas (GHG) Protocol:
Scope 1: Direct emissions from the stationary or mobile combustion sources in the manufacturing factory. For example, fuel consumption in boilers or furnaces, emissions from company vehicles, etc...
Scope 2: Indirect emissions from generation of purchased electricity, steam or heat . For example, electricity consumed in factory that is supplied via the power grid.
Scope 3: Other indirect emissions. For example, emissions resulting from business travel in non-company owned vehicles, third-party outsourced activities, etc...
Data Collection
Initial data collection for setting up a GHG inventory list, and ongoing monthly data are collected from primary and secondary sources through a variety of channels for entry into the carbon accounting system.

Carbon Accounting Software
Based on international standards and Chinese fuel emissions factors, the LCMP has developed a simple, easy-to-use, reliable online monitoring and reporting tool for carbon accounting, in order to provide standardized, sufficient and reliable datasets.
Best Practice Action Plan
Greenhouse gas management practice
A checklist compatible with ISO 14001 which, if followed closely, will ensure best greenhouse gas management practices are implemented. Management practice extends to identifying additional risks and rewards of greenhouse gas emissions management, and extends beyond the traditional energy efficiencies to encompass the entire organisation’s performance in relation to climate change.
Factory general utilities practices
A list of improvement measures to maximize efficiency in the design and maintenance of a factory general utilities including HVAC (heating, ventilation and air-conditioning), Electrical, Lighting, Compressed Air and Steam Systems.
Manufacturing process practices
Advice on how to streamline industry-specific production processes facilities including all kinds of production machines, monitoring and control facilities directly related to production processes to conserve energy consumption.
Verification

Independent on-site verification is undertaken by a third-party verifier organization. Three criteria are assessed and labels assigned: Carbon Intensity-Carbon footprint reduction, greenhouse gas (GHG) management practice and technology process - the distance to best practice in terms of the energy efficiency of processes and operations. A report is issued to the factory based on the scores attained in each criteria and the combined total score that leads to different label categories

LCMP Verifiers

  • LCMP verifiers are independent third-parties to conduct verification for LCMP participating companies. They are classified into 2 work streams:
    1. Carbon expert – responsible for verification work on greenhouse gas (GHG) emissions reduction and GHG management system;
    2. Industry expert – responsible for verification work on energy efficiency best practices.
  • Qualified carbon/ industry experts are listed on the Directory of LCMP Verifier. LCMP participating companies may contact them directly for scheduling the verification or related matters. Relevant experiences of the verifiers can be found in the LCMP Verifier Professional Experiences. LCMP participating companies should inform WWF LCMP Secretariat the name of the appointed verifier and date of verification at least 2 weeks before the verification taking place.
  • LCMP verifier should submit the verification report to WWF LCMP Secretariat and LCMP participating company within 4 weeks from date of verification. The verification report will then be reviewed by the Accreditation Committee, which consists of a panel of industry experts, academics and a representative from WWF and, if approved, accreditation on the LCMP labels will be granted. The Accreditation Committee meeting for report vetting will be held once every 3 – 4 months.

Accreditation
The report from the independent verifier organization will be reviewed by the Accreditation Committee which consists of a panel of industry experts, academics and a representative from WWF and, if approved, accreditation on the LCMP labels will be granted. An Appeal Committee is also established to handle appeals related to the accreditation status of a participating company under the LCMP.
Labelling Rating System and categories
One of four labels will be granted to companies which have successfully completed the assessment procedure. These range from ‘Platinum’ to ‘Certified’ based on adherence to the methodology set out by LCMP.

Platinum

Companies that have implemented a sophisticated greenhouse gas management system, are achieving best-practice energy efficiency and significant greenhouse gas emissions reduction.

Equal to or greater than 80

Gold

Companies that have implemented a good greenhouse gas management system, are achieving some best-practice energy efficiency levels in their activities and substantial greenhouse gas emissions reduction.

From 60 to less than 80

Silver

Companies that have partially implemented a greenhouse gas management system, still have significant energy saving potential and are achieving average greenhouse gas emissions reduction.

From 40 to less than 60

Certified

Companies that have set up their greenhouse gas emissions inventory, but may not have a greenhouse gas management system yet. These companies still have a large potential for energy saving.
