CLP's proposal

China Light Power (CLP) has announced its intention to construct a liquefied natural gas (LNG) terminal on the South Soko Island. CLP stated that a LNG terminal would be required to maintain the ability to receive and supply natural gas for power generation in Hong Kong because the existing source of natural gas located at Hainan Island would run out of gas early next decade.

CLP submitted the Environmental Impact Assessment (EIA) report to the government on 19 October 2006. Within two months, the Director of the Environmental Protection Department has to decide whether the EIA report is suitable for public exhibition under the statutory process. According to CLP, two sites for the terminal, South Soko Island and Black Point, are being considered in Hong Kong. However, one of the requirements of the EIA is to compare the environmental merits and demerits of the Soko and Black Point options with other options.
